Pennsylvania Right to Know Act 3 of 2008
The following information is provided pursuant to section 67.504(b) of Act 3 of 2008, the Pennsylvania Right to Know Act. This law guarantees United States’ Citizens ready access to the public records of public institutions. This website is designed to provide the information necessary to request information from the Center. Please see Board Policy #801 – Public Records for more information.
If you wish to request center information that is available, or “open” to the public, a records request form must be used to request records. To access this form, click on the link and complete the Right to Know Request Form or go to: www.openrecords.pa.gov and then choose RTKL Forms. A hard copy of this form may also be provided by the Open-Records Officer upon request.
A written request for access to records may be submitted in person, by mail, by e-mail, or by facsimile to the Open-Records Officer.

Once the request is received, the center has five (5) business days to respond to the request. At that point, the center must identify whether it will fulfill the request, deny the request, in part or in whole, or inform the requestor that additional time is needed to research the question. This additional time cannot exceed 30 days from the date of the response.
Appeal or Denial for Access
If the request is denied, the citizen may appeal to the State Office of Open Records. This request must be made, in writing, within fifteen (15) business days. This written request must state the reason the requestor believes the information requested is a public record and state the reason the center has delayed or denied the request.
